Kicker magazine claims a source close to the player has indicated that Red Devils will sign Kagawa for €15million (£12million) alongside performance related add-ons.
The 23 year-old, is one of brightest young stars after netting 21 goals in 46 appearances for the Bundesliga champions.
If signed by United, Kagawa will be the second player from Asia to feature in the United first team. Premier league giants signed South Korean Park Ji-Sung in 2005 and he has been a regular at Old Trafford for the past seven seasons.
This is not the first time the Japan international has been linked to United. Kagawa had confessed to having met legendary Sir Alex Ferguson in the middle of May but a stumbling block proved to be Dortmund's resistance in agreeing to a transfer. Dortmund chairman Hans-Joachim Watzke demanded a "princely sum" if he was to sanction the highly-rated midfielder's move to the Premier League.
Kagawa was also mistakenly quoted at the start of last month as saying, "May 12 will be my last game for Dortmund and then I will start a new chapter in Manchester United."
United are interested in signing a new midfielder and were actively pursuing Lille's Eden Hazard only for the Belgian to declare on Tuesday that he had opted to join European Champions Chelsea instead.
